Stair and Porch Railings in Nashville, TN

Nashville-Davidson County counted 689,447 residents at the 2020 census and has been a consolidated city-county since 1963. Metro adopted the 2024 International Codes in July 2025, and Metro Codes lists railings, handrails and guardrails, new and replacement, among the projects that need a permit on a house.

Two Kinds of Historic Overlay, Two Different Answers

The Metropolitan Historic Zoning Commission was set up in 1977, and Edgefield became Nashville's first historic zoning district the following year. Metro now uses several overlay types, and for a railing the type matters more than the neighborhood's age. In a historic preservation overlay, such as Edgefield, Germantown, Woodland-in-Waverly or Tanglewood, MHZC reviews exterior repairs and alterations, so a new porch railing visible from the street needs a Preservation Permit first. A neighborhood conservation overlay, created in 1985 and covering areas such as Lockeland Springs, Eastwood, Inglewood Place and Richland-West End, is the least restrictive type: it reviews new construction, additions, demolition and relocation, not a railing swap on its own. Work not visible from the street is not reviewed anywhere. There is no fee for a Preservation Permit; MHZC staff meet the contractor and sign off before Metro issues the building permit. District boundaries change, so check your parcel's overlay before planning.

What Metro Codes Lists as Permit Work

Metro Codes publishes a list of building projects that may or may not need a permit on a one- or two-family house. Marked yes: railings; ornamental iron or aluminum handrails and guardrails; guardrail, new and replacement; stairs, new or remodeled where a tread or riser changes; decks; and carpentry that replaces any structural element. Metro's deck guidance adds that replacing more than 100 square feet of deck boards, or any footing or framing, needs a permit. Work is inspected to the 2024 International Residential Code, which Metro adopted in July 2025.

Licensing in Davidson County

Davidson is one of nine Tennessee counties where residential remodeling jobs of $3,000 to $24,999 need a state Home Improvement license. Ask any contractor which license they hold.

What We Do Around Nashville

Inside the overlays, the houses are mostly turn-of-the-century and mid-century, and the usual calls are porch railings and post repairs that have to match what is there. Infill houses and subdivisions toward Antioch, Bellevue and Madison bring baluster swaps, new interior railings, missing handrails and deck stairs.

Nashville Railing Questions

Do I need a Metro permit to replace the railing on my Nashville porch or stairs?
Very likely. Metro Codes' published list of projects that need a permit on a one- or two-family dwelling marks railings, ornamental iron or aluminum handrails and guardrails, guardrail replacement, and stair work that changes a tread or riser as requiring a building permit. The list is undated, so confirm with Metro Codes before work starts. New work is inspected to the 2024 International Residential Code, which Metro adopted in July 2025.
My house is in a historic overlay. Does the Historic Zoning Commission review a new railing?
It depends on the kind of overlay. In a historic preservation overlay, MHZC reviews exterior repairs and alterations, so a railing replacement visible from the street needs a Preservation Permit before Metro issues the building permit. A neighborhood conservation overlay is the least restrictive type: it reviews new construction, additions, demolition and relocation, not a railing swap on its own. Work that cannot be seen from the street is not reviewed. Check your parcel's overlay with Metro first.
