Before a permit is issued, the town asks the contractor for a State of Tennessee contractor's license, or a Home Improvement, LLE or LLP license; a certificate of insurance with workers' compensation, or an exemption, in the same name as the license; and a Town of Smyrna business tax license or business license release form. If a contractor cannot produce those three, they cannot pull a Smyrna permit. We have not found a published rule on whether a railing-only replacement needs a permit here, so we ask the department before starting.
